I'm wondering... Excuse me if I'm a bit wonky and wot, but is there any way to achieve this effect with Paint Tool SAI alone? I don't have Photoshop, so I'm a bit lost as to how to go about this. :/

You can achieve the same effect with the blur brush. Just set it to the right size and substitute it for the blur filters used in this tutorial. 'Tis what I do. :3
